WASHINGTON (AP) — Attorney General Jeff Sessions is rescinding the Obama-era policy that had paved the way for legalized marijuana to flourish in states across the country, two people with knowledge of the decision told The Associated Press. Sessions will instead let federal prosecutors where pot is legal decide how aggressively to enforce federal marijuana law, the people said.


The people familiar with the plan spoke on condition of anonymity because they were not authorized to discuss it before an announcement expected Thursday.

The move by President Donald Trump’s attorney general likely will add to confusion about whether it’s OK to grow, buy or use marijuana in states where pot is legal, since long-standing federal law prohibits it. It comes days after pot shops opened in California, launching what is expected to become the world’s largest market for legal recreational marijuana and as polls show a solid majority of Americans believe the drug should be legal.

While Sessions has been carrying out a Justice Department agenda that follows Trump’s top priorities on such issues as immigration and opioids, the changes to pot policy reflect his own concerns. Trump’s personal views on marijuana remain largely unknown.

Sessions, who has assailed marijuana as comparable to heroin and has blamed it for spikes in violence, had been expected to ramp up enforcement. Pot advocates argue that legalizing the drug eliminates the need for a black market and would likely reduce violence, since criminals would no longer control the marijuana trade.

The Obama administration in 2013 announced it would not stand in the way of states that legalize marijuana, so long as officials acted to keep it from migrating to places where it remained outlawed and out of the hands of criminal gangs and children. Sessions is rescinding that memo, written by then-Deputy Attorney General James M. Cole, which had cleared up some of the uncertainty about how the federal government would respond as states began allowing sales for recreational and medical purposes.

The pot business has since become a sophisticated, multimillion-dollar industry that helps fund schools, educational programs and law enforcement. Eight states and the District of Columbia have legalized marijuana for recreational use, and California’s sales alone are projected to bring in $1 billion annually in tax revenue within several years.


Sessions’ policy will let U.S. attorneys across the country decide what kinds of federal resources to devote to marijuana enforcement based on what they see as priorities in their districts, the people familiar with the decision said.

Sessions and some law enforcement officials in states such as Colorado blame legalization for a number of problems, including drug traffickers that have taken advantage of lax marijuana laws to hide in plain sight, illegally growing and shipping the drug across state lines, where it can sell for much more. The decision was a win for pot opponents who had been urging Sessions to take action.

“There is no more safe haven with regard to the federal government and marijuana, but it’s also the beginning of the story and not the end,” said Kevin Sabet, president and CEO of Smart Approaches to Marijuana, who was among several anti-marijuana advocates who met with Sessions last month. “This is a victory. It’s going to dry up a lot of the institutional investment that has gone toward marijuana in the last five years.”

Threats of a federal crackdown have united liberals who object to the human costs of a war on pot with conservatives who see it as a states’ rights issue. Some in law enforcement support a tougher approach, but a bipartisan group of senators in March urged Sessions to uphold existing marijuana policy. Others in Congress have been seeking ways to protect and promote legal pot businesses.

Marijuana advocates quickly condemned Sessions’ move as a return to outdated drug-war policies that unduly affected minorities.

Sessions “wants to maintain a system that has led to tremendous injustice ... and that has wasted federal resources on a huge scale,” said Maria McFarland Sanchez-Moreno, executive director of the Drug Policy Alliance. “If Sessions thinks that makes sense in terms of prosecutorial priorities, he is in a very bizarre ideological state, or a deeply problematic one.”

A task force Sessions convened to study pot policy made no recommendations for upending the legal industry but instead encouraged Justice Department officials to keep reviewing the Obama administration’s more hands-off approach to marijuana enforcement, something Sessions promised to do since he took office.

The change also reflects yet another way in which Sessions, who served as a federal prosecutor at the height of the drug war in Mobile, Alabama, has reversed Obama-era criminal justice policies that aimed to ease overcrowding in federal prisons and contributed to a rethinking of how drug criminals were prosecuted and sentenced. While his Democratic predecessor Eric Holder told federal prosecutors to avoid seeking long mandatory minimum sentences when charging certain lower level drug offenders, for example, Sessions issued an order demanding the opposite, telling them to pursue the most serious charges possible against most suspects.

 key problem in treating patients with psychosis is that they are often reluctant to take antipsychotic drugs which often common with several side-affects. But cannabis-based treatments could provide an alternative form of medication to patients.


There are at least 113 active chemical compounds in cannabis. The most famous of them is tetrahydrocannabinol, more popularly known as THC. This component is what causes the euphoric, sometimes hallucinogenic high that comes with smoking pot. Evidence suggests that long-term abuse of marijuana and THC can lead to something called 'marijuana-induced psychosis'.


A new study has found that another component of the herb, called CBD, might have the exact opposite effect, and can play a key role in treating psychosis without the use of side-effect heavy anti-psychotic medications. While THC, the most abundant active component in marijuana is responsible for some harmful effects, such as paranoia and anxiety, CBD appears to reduce these symptoms.


This suggests that CBD might be useful as a treatment for psychosis and other mental health disorders. Cannabidiol, or CBD, a key substance of marijuana and can account for up to 40% of the plant's extract has now been the subject of a breakthrough placebo-controlled clinical trial, a first of its kind for the drug.


The results of the study, which were published in early December in the American Journal of Psychiatry, concluded that CBD could significantly reduce psychotic symptoms. Psychotic disorders affect two to three per cent of the total world population.


They usually begin in early adulthood and the symptoms can be lifelong and extremely painful and frustrating. Patients typically experience paranoia, auditory and visual hallucinations like hearing ‘voices in their head’ and sometimes a crippling lack of motivation that can even lead to suicide attempts.


In the new study, 88 patients diagnosed with schizophrenia were divided into two groups. One group was treated with 1,000 milligrams of CBD whereas the control group received a placebo drug. During the six-week trial, all patients continued to take whatever antipsychotic medication they were already prescribed. Meanwhile, the patient's psychiatrists assessed their symptoms and overall condition regularly over the study period. Neither the researchers nor the psychiatrists knew whether the patients were receiving CBD or the placebo.


The research trials, led by Philip McGuire, Ph.D., a professor of psychiatry at King’s College London, found that patients in the CBD group were more likely to be rated as improved by their psychiatrists, and they reported lower levels of positive psychotic symptoms to the researchers as compared to the patients who received the placebo.


"While it is still unclear exactly how CBD works, we know that it acts in a different way to antipsychotic medication, so it could represent a new class of treatment," McGuire wrote in an article for the Conversation. "The absence of side effects is also potentially important, as a key problem in caring for patients with psychosis is that they are often reluctant to take antipsychotic drugs because of concerns about side effects."

Public Health England aims to halt the obesity crisis. Its chief nutritionist said it wanted to encourage “healthier snacking”.

Kids will be urged to swap choc bars for snacks like plain rice cakes, sugar-free jelly and fromage frais un­der new guidelines.

They say youngsters should be limited to two of these between meals per day.

That rules out Mars bars which have 230 calories, KitKats, with 209 and Dairy Milk bars on 240. Even half a bar would be too much.

Instead, officials suggest 27-calorie rice cakes, fromage frais with 41, or a pot of jelly with only five.

PHE’s Change4Life heal­thy eating campaign says: “Look for 100-ca­lorie snacks, two a day max.”

The guidance comes as their research shows kids consume three times more sugar than recommended — with half coming from snacks and drinks.

The recommended daily intake for those aged four to ten is equal to five cubes.

The average intake is 15. Dr Alison Tedstone, chief nutritionist at PHE, said: “Children are having unhealthy snacks throughout the day and parents are concerned.

“To make it easier for busy families, we’ve developed a simple rule of thumb to help them move to­w­ards healthier snacking — ‘Look for 100-calorie snacks, two a day max’.”


Justine Roberts, of website Mums-net, said: “The volume of sugar kids get from snacks and sugary drinks alone is mind-blowing.”

Caroline Cerny, from the Obesity Health Alliance, said: “When it comes to sugar, it’s all too easy to eat more than is good for us.

“We need all sectors of the food industry to reduce sugar and overall calories in their products to help us all make healthier choices.”


But Chris Snowdon, from the Institute of Economic Affairs, said: “Telling parents what they can and can’t allow their children to snack on is just another addition to the long list of unnecessary interferences from Public Health England.

“Introducing such extreme limits is an insult to people’s intelligence.”

Australian wildlife rescuers have removed 43 reptile eggs from a sandpit at a school in New South Wales.



The incident sparked alarm after initial reports suggested the eggs belonged to the eastern brown snake, the country's deadliest species.

Volunteers from the Fawna NSW animal aid group were called to remove the eggs from St Joseph's Catholic primary school, near Laurieton.

The few eggs they were expecting turned out to be seven nests.

At first, rescuers Yvette Attleir and Rod Miller thought the eggs might belong to water dragons - river-dwelling lizards that can grow to 90cm (3ft) long.

They then announced they were probably brown snake eggs, prompting widespread debate on social media from snake experts (official and self-appointed).


"I believed they were brown snake eggs due to the fact that they were seen in the area and that when I shone a light through the egg, I saw a small striped baby snake," Mr Miller explained.

However, Fawna later updated its position after questions were raised about the shape of the eggs.
"We believed at the time, and still do... that we may have had snake eggs," it said in a Facebook post. "We couldn't take the chance of them not being a harmless reptile."

Fawna president Meredith Ryan told the BBC the eggs has been carefully relocated to a new site well away from people. When volunteers went to check on them, they found all but three had hatched and dispersed, so they were unable to identify the hatchlings.
Brown snakes are among the world's most venomous, and kill more Australians each year than any other snake.

President Donald Trump said Tuesday the US is watching the "brutal and corrupt Iranian regime" amid deadly protests in the country, continuing his public support for anti-government demonstrations.


"The people of Iran are finally acting against the brutal and corrupt Iranian regime," Trump tweeted. "All of the money that President Obama so foolishly gave them went into terrorism and into their 'pockets.' The people have little food, big inflation and no human rights. The U.S. is watching!"

Trump was apparently referring to the Obama administration's unfreezing of certain Iranian assets and payment of a cash settlement related to a legal claim on those assets that was negotiated in the wake of the Iran nuclear deal. The money was Iranian money that had been frozen by the US following the revolution.

While there's no evidence to suggest Iran used that money directly to fund terrorism, the US State Department lists Iran as a state sponsor of terrorism. There is no evidence the money was used to enrich government officials.

Trump has voiced criticism of the Iranian regime since protests broke out in the country several days ago, earning a rebuke from Iranian President Hassan Rouhani, who said Monday the US President has no right to sympathize with Iran because he has called the Iranian people "terrorists," according to Iran's semi-official Tasnim News Agency.

On Sunday, state television broadcast Rouhani saying that Trump is "constantly creating problems" for Iranians, including with regard to visas and financial issues.

And on Tuesday, Iranian Supreme Leader Ayatollah Ali Khamenei blamed Iran's "enemies" for stirring up unrest in the country, though he didn't mention Trump by name.

The leaders' tit-for-tat follows a weekend of escalating rhetoric in response to the protests and violence in Iran, with Trump warning Sunday that the United States is watching Tehran's treatment of protesters for human rights violations after anti-government protests turned deadly.

Iran's government on Saturday warned its citizens against holding "illegal" public gatherings, following rare anti-government protests that spread to a number of cities.

The protests -- described as the largest public display of discontent since the 2009 Green Movement in Iran -- have emerged against a backdrop of rising food and gasoline prices.

Hoda Kotb will be Savannah Guthrie's new co-anchor of "Today." The position opened up after longtime-host Matt Lauer was fired over sexual misconduct violations.


Kotb had been filling in for Lauer since his departure at the end of November, and NBC News Chairman Andy Lack made Kotb's new job official on Tuesday.

"It's 2018 and we are kicking off the year right because Hoda is officially the co-anchor of 'Today,'" Guthrie said Tuesday of Kotb's new gig. "This has to be the most popular decision NBC News have ever made and I’m so thrilled."

"There's no one I'd rather be sitting next to in 2018 than you," Kotb, 56 told Guthrie.

The new co-anchors will host the 7-9 a.m. hours of "Today." Kotb will also keep her co-hosting job of the 10 a.m. hour with Kathie Lee Gifford which she has been doing since 2008.

The law bars police in the nation's most populous state from asking people about their immigration status or participating in federal immigration enforcement activities in most cases, Fox News reported.

The Golden State is home to an estimated 2.3 million illegal immigrants.

“These are uncertain times for undocumented Californians and their families, and this bill strikes a balance that will protect public safety, while bringing a measure of comfort to those families who are now living in fear everyday,” Brown said on the day he signed the bill.

But the measure has drawn a rebuttal from an unidentified source, as signs mocking the law have appeared below the "Welcome to California" signs that greet motorists as they enter from Arizona and Nevada.

"OFFICIAL SANCTUARY STATE," the signs declare. "Felons, Illegals and MS13 Welcome! Democrats Need The Votes!"

California passed the bill just as the Trump administration was pledging to crack down on sanctuary cities that refuse to cooperate with federal immigration authorities.

Trump repeatedly pointed to the case of Kate Steinle, a woman who was fatally shot July 1, 2015, on a San Francisco pier by an illegal immigrant. The defendant went on trial for murder, but was acquitted in November 2017.

“No wonder the people of our Country are so angry with Illegal Immigration," the president tweeted after the verdict, which he labeled "disgraceful."

Other members of the Trump administration spoke out against the California proposal.

“The bill risks the safety of good law enforcement officers and the safety of the neighborhoods that need their protection the most,” Attorney General Jeff Sessions said in September, the Los Angeles Times reported.

Added Thomas Homan, acting director of U.S. Immigration and Customs Enforcement: “By passing this bill, California politicians have chosen to prioritize politics over public safety.

“Disturbingly, the legislation serves to codify a dangerous policy that deliberately obstructs our country’s immigration laws and shelters serious criminal alien offenders," Homan's statement continued.

Prior to Brown's approval, California's Legislature passed the measure in September.

For those who tuned out over the holiday weekend, this front-page New York Times story, published on New Year’s Eve, is worth considering in detail.

During a night of heavy drinking at an upscale London bar in May 2016, George Papadopoulos, a young foreign policy adviser to the Trump campaign, made a startling revelation to Australia’s top diplomat in Britain: Russia had political dirt on Hillary Clinton.

About three weeks earlier, Mr. Papadopoulos had been told that Moscow had thousands of emails that would embarrass Mrs. Clinton, apparently stolen in an effort to try to damage her campaign.

When some of the stolen materials were released to the public, Australian officials notified the FBI about Papadopoulos’ comments. As the Times’ report added, the Trump campaign adviser’s claims, coupled with the theft of the Democratic documents, led the bureau “to open an investigation in July 2016 into Russia’s attempts to disrupt the election and whether any of President Trump’s associates conspired.”

Why is this important? A few reasons, actually.

1. Donald Trump and his allies continue to insist the Christopher Steele dossier was the initial basis for the FBI’s investigation. The New York Times’ reporting points in a very different direction: the bureau apparently began its prove months before Steele shared his findings.

2. After Papadopoulos pleaded guilty to lying to the FBI, Trump World eagerly dismissed his relevance, with one former Trump confidant describing the campaign adviser as an inconsequential “coffee boy.” This line of defense has now effectively been discredited: low-level, coffee-distributing aides do not play active roles trying to broker meetings between presidential candidates and the president of Russia, while “keeping senior campaign officials abreast of his efforts.”


3. The FBI was investigating Trump’s political operation for the months leading up to the presidential election, but never told the public. Voters were, however, kept apprised of the investigation into Hillary Clinton’s emails. The idea that the bureau was somehow anti-Trump, taking steps to help the Democratic ticket, is obviously impossible to take seriously.

4. The FBI heard from Australian intelligence officials, but didn’t hear from the Trump campaign – despite the FBI’s explicit warnings.

5. At the risk of sounding reductive, the Trump campaign apparently learned quite early on that Russia had stolen Democratic documents. The Republican campaign then covered for their Russian benefactors and lied repeatedly about the communications between Trump World, its allies in Putin’s government, and its associates.
